Keynote speakers

  • Phil McMahonPhil McMahon, Chief Operating Officer, Department of the Premier and Cabinet, will share for the first time with the ICT industry his strategic directions for a digital government and opportunities for growth through innovation.

      Phil McMahon was appointed Chief Operating Officer, Department of the Premier and Cabinet, in January 2015. Phil has oversight of DPC’s services division, largely comprising Service SA, Shared Services and Strategic Procurement, along with oversight of corporate finance, ICT and HR.

      Phil has over 20 years of SA government experience in both line agency and central government roles. Over recent years, Phil has performed lead roles in both Shared Services SA and Service SA reform programs, along with a range of large scale procurements.

      Phil has some valid claims to being a former ‘techo’, having spent much of the 1990’s as a computer analyst/programmer, and remains passionate about the potential of ICT innovation.

      Phil holds a Masters degree in Commerce, a Graduate Diploma in Systems Analysis and a Bachelor of Education, and was recently appointed as a member of the State Procurement Board.

  • Rick SeamanRick Seaman, Director of Digital Government, Department of the Premier and Cabinet, will provide insights to the focus for the newly formed Office for Digital Government.

      As the Director, Office for Digital Government (ODG), Rick Seaman leads the Office and works with South Australian Government agencies to implement the government’s ICT strategy, SA Connected, and the digital transformation of government services delivered to South Australian citizens.

      ODG, a division within the Department of the Premier and Cabinet, is the SA Government’s central digital innovation policy, strategy and ICT security area. As well as implementing SA Connected, the Office is responsible for working with agencies to progress the government’s digital agenda, including the Digital by Default Declaration, and enhancing the resilience and security of ICT systems.

      Rick’s experience within the ICT field spans over 20 years, including holding other positions within the former Office of the Chief Information Officer (now Office for Digital Government), such as Director, ICT Strategic Sourcing and Director, Program Management and Operations. In these positions, Rick oversaw the central strategic sourcing and procurement operations for the SA Government’s ICT Services, including managing vendor relationships, and achieved multi-million dollar cost reductions in large-scale across-government ICT contracts. He was also responsible for ICT compliance, communications, finance, human resources and the administrative functions of the Office.

      Prior to the Office of the Chief Information Officer, Rick was Director, ICT Strategy and Operations in the central government ICT function, and accountable for managing ICT governance; implementing across-government strategy, policies, standards and communication strategies; and overseeing ICT operations including assuring agency compliance to commercial license arrangements, stakeholder management and coordination of ICT programs and projects. Rick also managed SA Government’s Operations and Customer Service and Executive Policy Officer functions for a large scale communications project.

      Preceding his work within ICT, Rick performed several human resource roles, including Departmental HR Manager, Principal Consultant and Workforce Management Team Leader in the then central Government HR agency.

      Rick commenced his career as an Educator, working as a TAFE Lecturer and Educational Manager and also managed a number of major education related projects, including the establishment of a skills training centre and review of education services.
