2017 AIIA Navigating Digital Government Summit: How technology is transforming the customer experience
Overview
The 2017 AIIA Navigating Digital Government Summit will bring together political, business and technology leaders to discuss the complex issues of how technology is transforming the customer experience and what this means for the way Government does business and interacts with customers in the future.
The Australian government has pledged to create a future-proofed nation, one that is fit to drive higher economic growth and improved standards of living. Riding the wave of technology led disruption, agility and innovation is key. But this also means that the way Government delivers its services – and the way it does its business will inevitably need to change. Keeping pace with the expectations of customers has never been more challenging.
With the technologies such as artificial intelligence, machine learning, cognitive intelligence, robotics, natural language capability and quantum physics a reality, the 2017 Summit will examine customer service, service delivery and customer experiences of the future.
As well as the impact on service delivery, key areas of focus will include the implications of these new technologies and customer service expectations on Government policy, risk and governance approaches and consider what this means for the role of government in delivering services in the future.
Through direct consultation with key stakeholders in the development of the Summit program, AIIA can confirm that the 2017 Navigating Digital Government Summit topics resonate with all levels of government and business. This Summit takes the role of technology in government business and service delivery to the next level – with the focus squarely on the experience that customers increasingly expect.

Goals for the Navigating Digital Government Summit 2017
The world of service delivery is changing. The laser focus on using increasingly ‘smart’ digital technologies to improve the citizen experience is helping digitally mature organisations improve their service delivery and relationships with customers. As citizen expectations of service delivery mature – and increase – in response, governments at all levels are being asked to match the level of service provided to customers online and from the private sector. This presents challenges but also enormous opportunities for government, particularly where new digital technologies can be integrated with the business.
The 2017 Navigating Digital Government Summit will:
- Investigate the changing nature of the customer service experience
- Examine emerging customer expectations in light of new digital technology capability – where these are being met, the implications of falling short of customer expectations and the pay back when customers are satisfied
- Explore new customer service delivery options;

Beverley Head
Freelance Journalist
Beverley Head has been a business journalist since the 1980s, initially in London, then Sydney. For a decade she was the information technology editor of the Financial Review before becoming the paper’s features editor.
Now a freelance writer and communications consultant her journalism focusses on business and technology. Beverley has written for a wide range of publications including The Age, Banking Day, Boss, InnovationAus, InTheBlack, Project Manager, QantasWay, TechTarget and The Sydney Morning Herald.
Beverley provides a range of communications services including media training and white paper development. Most recently she has worked with Aon, Bird&Bird, Sparke Helmore, Fujitsu, Microsoft, Objective Corporation, Hudson, Wolters Kluwer and BDO.
Beverley has also acted as a panel facilitator and chair for industry conferences and seminars including the NSW Department of Regional and State Development’s Great Exchange debate, InTheBlack, Rewind Fast Forward and Agile Australia.
She holds a Bachelor of Arts in Metallurgy and the Science of Materials from Oxford University.

Professor Genevieve Bell

Professor Genevieve Bell is an accomplished anthropologist and researcher, highly regarded industry expert and frequent commentator on the intersection of culture and technology.
She joins The Australian National University (ANU) in February as a Professor in the ANU College of Engineering and Computer Science.
Dr Bell has served as a Vice President of Intel where she became the first woman in the company’s history to be appointed an Intel Senior Fellow. After completing a PhD in cultural anthropology at Stanford University, Dr Bell joined Intel in 1998, leading the company’s first user experience research and development lab. She is recognised as a world leader in the ethnographic approach to developing technology.
Bell has been featured in publications such as Wired, Forbes, The Atlantic, Fast Company, the Wall Street Journal and the New York Times. She is also a sought-after public speaker and panelist at technology conferences worldwide for the insights she has gained from extensive international field work and research.
Her industry recognition includes being listed among the “100 Most Creative People in Business” by Fast Company in 2010, induction in the Women in Technology International Hall of Fame in 2012, and being honored as the 2013 Woman of Vision for Leadership by the Anita Borg Institute. Bell’s book, “Divining a Digital Future: Mess and Mythology in Ubiquitous Computing,” written in collaboration with Paul Dourish, was published by MIT Press in 2011.

The Honourable Angus Taylor MP
Assistant Minister for Cities and Digital Transformation, Federal Member for Hume
Angus entered politics in 2013 when he was elected as the Liberal Federal Member for Hume in NSW.
Building on his background in economics, Angus was appointed to parliamentary committees on employment, trade and investment, and public accounts. He was also chair of the Joint Standing Committee on Treaties.
Angus was promoted to Assistant Minister to the Prime Minister with special responsibility for Cities and Digital Transformation in February 2016. He was reappointed to the frontbench after the 2016 Federal election.
Angus’ portfolios stretch across the whole of government to improve city liveability and tackle long standing issues of traffic congestion, housing affordability and the need to create jobs closer to where people live. He has a focus on regional cities and outer suburban cities.
With a passion for cutting edge technology and the benefits for citizens of the digital age, Angus authored an essay The Promise of Digital Government which was published by the Menzies Research Centre in 2016.
He has gained a reputation amongst his constituents as a keen problem solver, focusing in his electorate on growth opportunities for regional communities and improving telecommunications.
Prior to entering parliament in 2013 Angus was a Director at Port Jackson Partners where he was a strategy and business advisor on the resources, agriculture, energy and infrastructure sectors. Prior to this he was a partner at global consulting firm McKinsey & Co.
Angus has a Bachelor of Economics (First Class Honours and University Medal) and a Bachelor of Laws (Honours) from the University of Sydney. He also has a Master of Philosophy in Economics from Oxford, where he studied as a Rhodes Scholar. His thesis was in the field of competition policy.
In his private capacity Angus has founded or advised a number of small, fast growing start-up businesses, particularly in the agriculture sector.
He lives at Goulburn with his wife Louise and their four children.

Mr Aki Ohashi

Aki Ohashi is PARC’s Director of Business Development responsible for developing and managing client relationships in the Japanese market. He is involved in all aspects of setting up projects with our Japanese partners: from the initial introductory meeting and defining of project deliverables and resources, to contracting and IP term definition. Aki works with all of PARC’s corporate clients in Japan including Fujitsu, Dai Nippon Printing Co., Ltd., and NEC Corporation, as well as our Japanese university partners and governmental organizations.
Prior to joining PARC, Aki was a Partner with the Venture Capital Investment Division of ngi group, inc. (formerly Netage, Inc.) in Japan, where he led investments in, and served on the boards of, Internet-related startups in both the U.S. and Japan. Before ngi group, he served as the COO of Tilefile, KK, a Netage-funded Internet startup in Japan. At Tilefile, Aki worked on structuring the intellectual property agreements with a sister company in Australia, as well as helping fundraise, manage software development, and execute business and market entry strategies. Aki has also has served in management and IT consulting roles at L.E.K. Consulting and Cognizant Technology Solutions, respectively, where he led client engagements for major corporations in both the US and Japan. He began his career in technology at Mediaplex, Inc. (acquired by ValueClick, Inc.), an Internet advertising technology company in Silicon Valley.
Aki earned his MBA from Carnegie Mellon University and a Bachelor of Architecture and Bachelor of Science in Architectural Engineering from the University of Texas at Austin. While Aki was born and raised in the United States, he has spent 4 years living and working in Japan and communicates with clients in both English and Japanese.

The Hon. Ed Husic MP

Based in Western Sydney, Ed Husic was elected to the House of Representatives as the Federal Member for Chifley in 2010. Currently in his third term, he was re-elected to Parliament in 2016.
After the 2016 election Ed was promoted to the front bench as Shadow Minister for Employment Services, Workforce Participation and the Future of Work, as well as Shadow Minister for the Digital Economy.
In 2015 Ed was given the role of Shadow Parliamentary Secretary to the Leader of the Opposition Assisting with Digital Innovation and Startups – the first time startups were acknowledged in a ministerial or shadow ministerial line-up. His policy focus was examining ways to boost the growth of startups and digital entrepreneurship as a vehicle for enhancing economic activity and productivity.
He established the Federal Parliamentary Labor Digital Economy Group, which brought together policy makers and industry on matters affecting the sector.
He has been part of the Federal Opposition’s team developing policies to promote early stage and digital innovation.

Adi Kavaler is the Global Vice President of Products and Strategy for the Application Delivery Management business unit within HPE Software. Responsible for driving the success, strategic alignment and integration of product solutions across the entire ADM portfolio, he oversees teams that manage DevOps (Predictive ADM, Quality Center, Agile Manager and ALM), Mobile, IOT and Virtualization, Performance Testing and Functional Testing.
He has over 15 years’ experience at SAP supporting the evolution and success of critical solutions and has overseen approximately 12 new products, from concept to launch and market success. Most recently Kavaler served as Senior Vice President, Global Head of SAP Fiori and UX Product Management, where he was tasked to renew the technology and user experience across SAP. Before that he served as Global Vice President of Product Management in the Products & Innovation business unit.
Prior to joining SAP, Kavaler worked at several technology start-ups and at IBM.

Louise Glanville

Louise Glanville joined the National Disability Insurance Agency (NDIA) on 27 February 2014. She is Deputy CEO for Governance and Stakeholder Relations.
Louise brings a vast range of public sector experience to her current role in the NDIA. Prior to joining the NDIA, Louise spent three years at the Attorney-General’s Department in First Assistant Secretary and acting Deputy Secretary Roles, in the Civil Justice and Strategic Policy & Coordination Groups. Before joining the Attorney-General’s Department in 2011, Louise was Executive Director, Legal and Equity Group in the Victorian Department of Justice. In her career she has held positions in local and state government, academia, the private sector and ministerial offices.
Louise holds a Bachelor of Arts and Bachelor of Social Work from Melbourne University, a Bachelor of Laws from Monash University and a Master of Arts (Research) from Victoria University. She is keenly interested in social legal policy and reform.

Maryanne Diamond is the General Manager of Community Linkages and Engagement at the National Disability Insurance Agency (NDIA). Maryanne is a member of the NDIA’s senior leadership team and is responsible for fostering and building engagement with a wide range of stakeholders and for delivering the NDIA’s Information Linkages and Capacity Building agenda.
Prior to joining the NDIA, Maryanne worked at Vision Australia where she was the General Manager of Advocacy and Engagement. This role included a number of responsibilities at the international level, including leading the World Blind Union and chairing the International Disability Alliance. Maryanne is the immediate past president of the World Blind Union and was the inaugural CEO of the Australian Federation of Disability Organizations (AFDO). In her career Maryanne has held various positions in the public and private sector and across commonwealth and state government.
Maryanne holds a Bachelor of Science and a Graduate Diploma in Information Technology from Monash University. She has completed the Williamson Community Leadership Program 2013 with Leadership Victoria.

Joana Valente is an executive-level advisor with a background in technology strategy who works across a range of data and technology enabled transformation programmes. For nearly two decades, she has worked with the public sector helping to improve the effectiveness of federal and state government policy, across a wide range of areas from border protection to human services delivery. Joana specialises in Digital Transformation and leads EY’s Oceania Digital Government practice.
In both the public and private sectors, she has led engagements in: strategy, digital enabled transformation (across the entire operating model), data driven policy design, data driven service delivery transformation, customer service delivery strategy , enterprise maturity assessments, case management and systems integration.
As the Oceania Digital Government Leader Joana leads teams in working with clients and technology partners to shift the engagement between the public sector and its key stakeholders. Key solution approaches include: leveraging customer behaviour insight to deliver services more efficiently; understanding the complexity and risk profile of different government decisions in order to highlight those that require most resource attention; Integrating traditional and digital engagement channels to shift engagement quality and cost; and improving policy design through a data driven modelling capability.
Before joining EY, Joana was a partner with IBM’s systems integration and consulting arm. In this role, Joana was responsible for delivering IT systems across social security, service delivery and border protection sectors. Prior to this, Joana led the delivery of a $1 billion IT services contract as the Public Sector General Manager, Computer Sciences Corporation.

Gary Sterrenberg, Chief Information Officer, Department of Human Services (DHS) was appointed on 24 October 2011. Gary is responsible for the infrastructure and applications underpinning the operations of all ICT within the DHS supporting around 38,000 staff and delivery of services and payments to customers.
Originally from South Africa, Gary holds a degree in computing and an MBA. Gary has significant international experience. Gary began his career in technical consulting before taking up a number of senior positions leading large numbers of staff across distributed locations in Asia and the United Kingdom.
Gary was the CIO for the Australia and Retail Division of ANZ where he worked in various positions for 10 years. Gary has also worked for the National Australia Bank and Shell International.
Gary has over 20 years systems and project experience at a director/regional management level and has a track record for leading large ICT change programs. These include the development of strategies to improve take-up, system stability, change programmes, capacity and program management.
Gary has extensive program management local and global experience and has successfully delivered many large and complex IT projects on time and on budget. Gary was the Program Director on a Global IT Transformation exercise that established new organisation structures and governance and driving common project management standards and methodologies and the implementation of an industry based training program.
Gary has a degree in computing and an MBA and is currently studying a Phd part time at the ANU.

Rajesh has been working in financial services for more than 15 years covering strategy, operations, finance, analytics, transformation, sales and marketing. Rajesh has extensive experience across all areas of the financial services value chain have worked in institutional banking, retail banking, wealth management and financial advice and funds management. Rajesh also has experience in management consulting working across a number of industries including Manufacturing, Government and Not for Profit.
Rajesh is currently Head of Finance for Australia and New Zealand at AMP Capital where he oversees all financial management aspects of the business across the region. Rajesh is also responsible for generating and reviewing new growth and innovation opportunities especially around robo advice, digital platforms and algorithmic investing. Rajesh has extensive experience in financial advice having worked on advice transformation and regulatory change projects.
Rajesh is also an Independent Non-Executive Director and Chair of the Finance, Risk and Audit Committee at 3 Bridges a not for profit organisation that provides aged care, community and social services in South East Sydney.
Rajesh holds a Bachelor of Economics and Master of Commerce from Macquarie University. He also holds a Master of Business Administration from the Australian Graduate School of Management at the University of New South Wales. Rajesh is a qualified CPA from CPA Australia.

Ian Wong is a Partner with IBM’s consulting services, leading the Digital Strategy practice for IBM Interactive Experience in Australia/New Zealand, based in the IX Studios | Melbourne. With extensive experience in Distribution, Banking, Telecommunications and Industrial Sectors in both Asia Pacific and North America, Ian has assisted many clients in their business transformations including Kiwibank, Australian Education City, City of Melbourne, Qantas, Myer, David Jones, Telstra, Campbell Arnotts, Walmart, PetCo, Nabisco, Black and Decker, and Smorgon Steel. In 2016, Ian was inaugurated into the IBM Industry Academy for Consumer Industries; a collection of IBM’s Industry Eminent employees from across the world.
Ian has led consulting projects that include Digital Transformation, Business Model Innovation, Supply Chain Transformation, Enterprise Supply Chain Process Design and Multi-Channel Retail. He has also led the IBM team in implementing David Jones’ (Australia’s 2nd largest Department Store retailer) Omni-Channel Retail platform, and has been closely involved in the day to day management of the IBM team in Myer’s (Australia’s largest department store) Omni-Channel Retail Transformation.
Prior to joining IBM, Ian held senior consulting roles with JDA/Manugistics and PricewaterhouseCoopers in North America and Asia Pacific. He has a Bachelor of Applied Science in Engineering from the University of Waterloo.

Pia Waugh is an open government and open data ninja, working within the machine to enable greater transparency, democratic engagement, citizen-centric design and real, pragmatic actual innovation in the public sector and beyond. She believes that tech culture has a huge role to play in achieving better policy planning, outcomes, public engagement and a better public service all round. She is also trying to do her part in establishing greater public benefit from publicly funded data, software and research. Pia was awarded as one of theTop 100 Most Influential Women in Australia for 2014.

Rob leads the Data Centre Group for Lenovo Australia and New Zealand and is responsible for the rapid business growth and the education of the market regarding Lenovo’s recently expanded enterprise offering.
Rob joined the Lenovo team in April 2015 bringing with him over 20 years’ experience in both IT and telecommunications with proven success in driving business change and strategic direction within organisations. He has a strong understanding of the need to respond to the market rapidly and listen to partners’ and customers’ needs, having led previous successful business transformation processes in the enterprise space.
Rob’s seven year tenure at Dell, which culminated in him leading the sales team until his departure in early 2013, saw him generate key business relationships in the Australian and New Zealand enterprise industry.

Dr Jack R Dan

With over 18 years’ experience in providing advice, influencing and executing technology and business strategies, along with a background in diverse environments, ranging from start-up companies in Europe, to academia and large multinationals in Australia, Dr Jack R Dan brings new perspectives to addressing the challenges of the public sector, and ultimately delivering for the public.
Currently, Jack is the National General Manger for Government at Telstra, with responsibility across strategy and thought leadership, capability development, business relationship and engagement for the government sector.
Jack is also leading Telstra’s premier research and thought leadership program, Connected Government Program, assisting government leaders address challenges in policy development, service delivery, program implementation and government to citizen engagement.
In addition to his executive role, Jack holds non-executive positions and is an active member of several not-for-profit, industry and professional organisations, including Volunteering and Contact ACT, the Institute of Public Administration, the Australian Information Industry Association and the Australian Institute of Company Directors.
Jack is an Adjunct Professor at the Institute for Governance and Policy Analysis, UC and holds several degrees, including a Doctor of Philosophy (PhD) and a Master of Management, both from the Australian National University.

Set in Anzac Hall, the Summit Dinner will be hosted by AIIA ACT and Federal Council Chair Greg Boorer and will feature Assistant Minister Angus Taylor as the evenings keynote speaker. Building on the theme of the Summit – Navigating Digital Government: How technology is transforming the customer experience, the Minister will be speaking to his vision of Technology and the Future of the Australian Government.
The Honourable Angus Taylor MP
Assistant Minister for Cities and Digital Transformation, Federal Member for Hume
Angus entered politics in 2013 when he was elected as the Liberal Federal Member for Hume in NSW.
Building on his background in economics, Angus was appointed to parliamentary committees on employment, trade and investment, and public accounts. He was also chair of the Joint Standing Committee on Treaties.
Angus was promoted to Assistant Minister to the Prime Minister with special responsibility for Cities and Digital Transformation in February 2016. He was reappointed to the frontbench after the 2016 Federal election.
Angus’ portfolios stretch across the whole of government to improve city liveability and tackle long standing issues of traffic congestion, housing affordability and the need to create jobs closer to where people live. He has a focus on regional cities and outer suburban cities.
With a passion for cutting edge technology and the benefits for citizens of the digital age, Angus authored an essay The Promise of Digital Government which was published by the Menzies Research Centre in 2016.
He has gained a reputation amongst his constituents as a keen problem solver, focusing in his electorate on growth opportunities for regional communities and improving telecommunications.
Prior to entering parliament in 2013 Angus was a Director at Port Jackson Partners where he was a strategy and business advisor on the resources, agriculture, energy and infrastructure sectors. Prior to this he was a partner at global consulting firm McKinsey & Co.
Angus has a Bachelor of Economics (First Class Honours and University Medal) and a Bachelor of Laws (Honours) from the University of Sydney. He also has a Master of Philosophy in Economics from Oxford, where he studied as a Rhodes Scholar. His thesis was in the field of competition policy.
In his private capacity Angus has founded or advised a number of small, fast growing start-up businesses, particularly in the agriculture sector.
He lives at Goulburn with his wife Louise and their four children.
