Keynote Speaker - Minister Victor Dominello MP

Victor is a senior Minister in the New South Wales State Government and has held various portfolios over the last decade including Aboriginal Affairs, Innovation, and Finance.
He was appointed the inaugural Minister for Customer Service following the 2019 election. The first of its kind in the country, this ministry aims to put the customer and citizen first in the design of all government services.
Victor firmly believes that the use of real-time data, digital innovation, and technology are integral to the delivery of modern public services.

Susan Pearce - Secretary NSW Health

Susan Pearce is Secretary, NSW Health, appointed in March 2022. In this role, Susan is responsible for the management of the NSW health system – with over 120,000 FTE and a budget of over $30billion – to ensure the provision of world-class, patient-centred care to the people of NSW.
Prior to her recent appointment, Susan was Deputy Secretary, Patient Experience and System Performance Division, a position she has held from November 2015. In that role, Susan had responsibility for the oversight of front-end service delivery and system performance and management across NSW Health and improving patient experience.
Susan was also the Controller of the State Health Emergency Operations Centre (SHEOC), responsible for directing and overseeing NSW Health’s operational response to the pandemic. From February 2021, Susan led the NSW Health vaccine rollout program, establishing over 40 NSW Health vaccination clinics and more than 100 mobile, outreach and pop-up locations across the state to contribute to the high vaccination rate that have been achieved amongst the people of NSW.
Susan began her career as a registered nurse more than 30 years ago in Broken Hill and has continually worked to serve the communities of NSW, including working in number of Local Health Districts and subsequently as the NSW Chief Nurse. Susan has qualifications in Law and was admitted to the Supreme Court of NSW as a solicitor in September 2019.

Emma Hogan - Secretary Department of Customer Service

Emma Hogan became the Secretary of the NSW Department of Customer Service in October 2019, after joining government in May 2018 as the NSW Public Service Commissioner.
Prior to joining Government, Em had a 20 year career in the private sector, working with iconic Australian brands across hospitality, retail, aviation, media and entertainment. Em is an experienced transformation leader across customer, digital, people, culture and communications, and has led teams of over 10,000 people in Australia and globally.
Em holds postgraduate qualifications in HR and Business Management, and is a graduate of the Stanford University Executive Program. Em is currently a board member at the NSW Telco Authority, and has previously held board roles with the Can Too Foundation (2014-18) and AIME (2015-19). Em is also a graduate of the Australian Institute of Company Directors and is a member of Chief Executive Women.

Ruth Owen CBE - Chief Operating Officer, NSW Department of Education

Ruth Owen is Chief Operating Officer of the NSW Department of Education. Ruth leads the delivery of services supporting our 2200 public schools and corporate teams, including IT, Finance, audit/risk, and shared services. Ruth is leading the transformation of support services, aimed at reducing the workload of the school workforce and in creating a more seamless experience, including enhanced digital capability.
Ruth joined DoE in January 2021 and her previous role was as Deputy Secretary, Learning Improvement. Prior to that Ruth led the Human Services team in consulting firm EY across Australia and NZ, advising government clients across Commonwealth and states/territories on the delivery of reform objectives in child protection, disability, welfare, and social housing.
Prior to her move to Australia, Ruth spent more than 25 years leading service delivery and reform in the UK government, primarily in welfare and employment services. She was also the Head of Profession for operational delivery across the UK civil service, leading professional development and learning for all colleagues in customer facing roles (around 280,000 people).
