The procurement landscape continues to change with not only challenges presented by COVID, but also the opportunities that have emerged with new projects needing urgent activation. We also see the economic landscape changing as well with a greater need to build domestic capability, support for SME’s whilst our large corporate and multinational organisations playing a significant role in holding up the economy. These are some of the challenges that our most senior procurement executives around the country are facing as they balance needs. This session brings together some of our most influential and transformational procurement executives in one place to provide insights and an opportunity to engage with our members. Speakers

Andrew Danks

First Assistant Secretary, Procurement and Insurance Division, Commonwealth Department of Finance

Andrew is currently the Commonwealth Procurement Coordinator at the Department of Finance, with responsibility for the Commonwealth Procurement Rules, procurement guidance and non-ICT Whole-of-Australian Government arrangements. Andrew has over 15 years’ experience working on complex commercial transactions for Government such as the acquisition of Snowy Hydro from NSW and Victoria, concessional loans for nationally strategic road, rail and air projects, and shareholder responsibilities for the Commonwealth’s Government Business Enterprises such as NBN Co. Andrew has worked in a variety of Commonwealth portfolios, including Finance, Infrastructure and Immigration.

Mark Lenzner

Executive Director, ICT and Digital Sourcing – Digital NSW and Customer Service ICT Division

In this role Mark is responsible for the design, implementation and management of the NSW Government ICT and Digital Sourcing policies and frameworks, establishment and governance of Whole of Government ICT and Digital Sourcing commercial arrangements, panels and marketplaces (e.g. Microsoft or Salesforce arrangements or telecommunication panel), managing ICT and Digital strategic partnerships and the transformation of our digital procurement systems.

Mark joined the NSW Government in January 2019. Prior to joining the NSW Government Mark spent 25 years in the private sector in major Australian organisations in the financial services, air transport services, telecommunications and event management industries and a global management consultant. For the majority of this time Mark held roles focused on ICT and Digital sourcing and strategic supplier relationship management.

Phillip Dowsett

General Manager – Industry Participation
Office of the Industry Advocate, Department of Treasury and Finance

Phillip is currently the General Manager – Industry Participation and is responsible for the monitoring and compliance of all State Government funded projects, where Industry Participation Plan commitments are made by lead contractors. These Industry Participation Plans detail the lead contractors (and the subsequent supply-chain’s) commitments relating to employment, supply inputs and capital investments through the projects delivery that provide economic benefit to South Australia.

From and advocacy perspective the function of the role is also to increase the number and diversity of South Australian businesses winning and participating in State Government funded contracts. The South Australian Industry Participation Policy and the Industry Advocate Act 2017 underpins the functions of this role.

Over the last 15 years Phillip has considerable experience in leading, managing and developing highly successful multidisciplinary teams across international divisions incorporating sales and marketing, service, operations, production and warehousing.

Sharon Bailey

Deputy Director-General, Queensland Government Procurement, Department of Energy and Public Works

Sharon is currently the Deputy Director-General, Queensland Government Procurement, Department of Energy and Public Works and is responsible for the Whole of Government Procurement Policy Framework and associated functions (data, analytics, capability development).  In addition, Sharon has responsibility for the category management of General Goods and Services (including PPE) and management of the Government fleet.  Sharon rejoined the Queensland Government in April 2019 and brings extensive economic and social policy experience.  Prior to that, she spent 7 years with the Australian Government undertaking corporate and policy roles within the Department of Social Services.  This followed numerous roles across the Queensland Government, including the Departments of Premier and Cabinet, Public Works and Families and Communities.
