NSW ICT Digital Sourcing Update and Navigating the NSW Government Landscape

Overview

For the first AIIA NSW Sundowner event for 2024, Mark Lenzner Executive Director ICT / Digital Sourcing and Marina Troyak, Director of Supplier, Policy, and Innovation Development will provide an update on the ICT Digital Sourcing function and various procurement pathways open to organisations that wish to transact with NSW Government.

The NSW Government is a recognised leader in the delivery of digital government services and was the first to establish a Department of Customer Service. Government digitisation strategies such as Beyond Digital StrategySmart Places StrategyAI Strategy and the Turning ideas into jobs – Accelerating research and development in NSW Action Plan all identify innovation procurement as a key enabler. The NSW Economic Blueprint 2040 aspiration for ‘better government performance’ recommends examination of the NSW Government’s procurement practices to ensure innovation is encouraged.

The NSW Government is creating innovation procurement pathways to make it easier to find and develop the best solutions to problems people face in NSW. Innovation procurement will stimulate growth in research and development and the innovation and emerging technology sector.

NSW Government is a significant buyer of technology products and services and has an ongoing commitment to digital transformation and innovation. Navigating complex processes provides challenges for both buyers and sellers of services in an increasingly crowded marketplace. Increased focus on diversity and support for small business provides opportunities, and Angela Donohoe, a recent CIO with NSW Government, will share her experiences and insights for engagement strategies with decision makers.

Mark Lenzner

Executive Director ICT / Digital Sourcing

NSW Department of Customer Service

Mark Lenzner is the Executive Director, ICT / Digital Sourcing within the Digital NSW Division of the Department of Customer. In this role Mark is responsible for the design, implementation and management of the NSW Government ICT and Digital Sourcing policies and frameworks, establishment and governance of Whole of Government arrangements, panels and marketplaces managing strategic partnerships and the transformation of our digital procurement systems. Mark is currently focused on making it easier to do business with the NSW Government, diversifying the partnership ecosystem and spend, driving a more strategic, diverse and innovate engagement with industry and contributing to the growth of the domestic technology sector.

Mark joined the NSW Government in January 2019. Prior to joining the NSW Government Mark spent 25 years in the private sector in major Australian organisations in the financial services, air transport services, telecommunications and event management industries and a global management consultant. For the majority of this time Mark held roles focused on ICT and Digital sourcing and strategic supplier relationship management.

Marina Troyak

Director of Supplier, Policy and Innovation Development

NSW Department of Customer Service

Marina Troyak is the Director of Supplier, Policy, and Innovation Development within the Digital NSW Division of the Department of Customer Service. Marina is responsible for the development of whole of government ICT policy, strategic change projects (including development and delivery of the Innovation Procurement Pathways), strategic Supplier Relationship management framework and industry engagement. Marina is currently focused on promoting procurement practices that help NSW Government realise its innovation ambition, diversifying the partnership ecosystem and spend, and contributing to the growth of the domestic technology sector.

Marina’s experience spans over 15 years leading commercial negotiations, price and large deal construction, regulatory compliance and risk management projects, and policy and business processes optimisation. Prior to joining NSW Government, Marina held roles in the technology and financial sectors with large companies like Unisys, Westpac and Zurich, and in the fintech start-up community.

Angela Donohoe

Immediate past CIO

Department of Enterprise, Investment and Trade

Angela Donohoe is an experienced digital and technology executive, non-executive director, adviser, and mentor who has led the design, development and implementation of significant change and transformation across financial services, government, and education organisations. With deep expertise in payments, digital identity, cyber security and high transaction technology environments, Angela has been recognised as one of Australia’s leading CIOs.

Angela has led development of multiple technology strategies and roadmaps with a focus on product and service innovation, customer experience, strengthening of data and analytics capabilities, and uplifted capabilities for collaboration and hybrid working.

As a champion of good governance and risk management, Angela has established and strengthened capabilities with recent focus on cyber security, procurement frameworks, and adoption of AI in both the government and not for profit sectors.

Angela has more than 30 years’ experience in building high performance teams and delivering strategic outcomes. Previous executive roles held include NSW Dept of Enterprise, Investment & Trade, BPAY Group, Revenue NSW, Cuscal, Société Générale, and Bank of New York.

Angela is a Fellow of CPA Australia and FINSIA, holds technology advisory roles and is a former chair and current director of a not-for-profit early childhood education and care organisation. With a passion for encouraging greater representation of women in technology, Angela is an active mentor and supporter through UTS Sydney and UNSW student mentoring programs.
