The AIIA NSW Council invites you to attend the 2019 NSW Navigating Digital Government Summit being held on Wednesday, 15 May at the Telstra Customer Insights Centre. Now in its third year, the theme for this year’s event is ‘Citizens First’ and will feature three key figures within NSW Government, each tasked with developing, executing and magnifying NSW’s digital prowess.

Kylie De Courteney, Chief Customer Officer, Services NSW, will give an update on the progress within Service NSW to ensure ‘Citizen First’ is in all digital transactions, plus provide an update on what lies beneath Services NSW’s digital veneer. Hear from Kylie how new services are on-boarded, the design thinking that sits behind these new services and the innovative programmatic approach to developing and nurturing Service NSW employees to create a positive feedback loop in the continual refinement and improvement of these Services. Find out from Kylie how long she perceives it will be before all transactions are digital and how Service NSW intends to leverage Industry to overcome the inhibitors to the ultimate digital goal.

Data is the new oil that will fuel the digital economy and Dr Ian Oppermann, Chief Data Scientist and CEO of NSW Data Analytics Centre at Treasury, will explain how NSW Government plans on tapping into this valuable resource, including the significant reserves that exist on legacy systems. Unlocking the value of NSW Government’s data is critical to its future success. The question is, how does NSW Government plan on putting the ‘Citizen First’ when it comes to sharing personal data with renewed focus on data privacy through recent International laws such as GDPR? Hear from Ian, how frameworks are being devised to help make decisions about effective use of confidential and sensitive data and the role that Industry can play in adopting these frameworks to create a consistent approach.

Mark Lenzner, Executive Director, ICT Procurement, NSW Government will provide an update on how they set themselves up from a procurement perspective to enable NSW to accelerate our digital transformation and simplify and streamline procurement of ICT and Digital Services.

Kylie De Courteney

Chief Customer Officer, Service NSW

Kylie has deep expertise in customer led-organisational transformation and complex program delivery.

As Chief Customer Officer, her current portfolio includes Strategy, Customer Experience and Insights & Analytics. In addition, she is the Executive Director of the Easy to do Business program, working across Commonwealth, State and Local Government to make NSW the easiest state to start and run a business.

Prior to joining Service NSW, Kylie had a career in Australia, North America and Asia in industries including banking, consulting, energy and telecommunications.

Her functional experience includes strategy, finance, mergers & acquisitions, customer experience and operational performance improvement in the private sector, professional services and federal and state government.

Kylie has a Bachelor of Commerce and has undertaken additional post graduate and executive education study in leadership, change, project management and organisational restructuring.

Dr Ian Oppermann

Chief Data Scientist and CEO of NSW Data Analytics Centre, The Treasury, NSW Government

Dr Ian Oppermann is the NSW Government Chief Data Scientist and CEO of the NSW Data Analytics Centre. Ian has 25 years’ experience in the ICT sector and, has led organizations with more than 300 people, delivering products and outcomes that have impacted hundreds of millions of people globally.

Ian is considered a thought leader in the area of the Digital Economy and is a regular speaker on “Big Data”, broadband enabled services and the impact of technology on society. He has contributed to 6 books and co-authored more than 120 papers which have been cited more than 3200 times. Ian has an MBA from the University of London and a Doctor of Philosophy in Mobile Telecommunications from Sydney University.

Ian is a Fellow of the Institute of Engineers Australia, a Fellow of the IEEE, a Fellow of the Australian Academy of Technological Sciences and Engineering, is Vice President of the Australian Computer Society, and a graduate member of the Australian Institute of Company Directors. Ian is also president of the Australia National Committee of the IEC and president of the JTC1 strategic advisory committee in Australia.

Mark Lenzner

Executive Director, ICT Procurement, NSW Government

Mark leads all aspects of NSW ICT Procurement operations, bringing a sound economic and strategic approach to develop effective levers and policy settings in government procurement. The role also leads the development and implementation of ICT procurement reform across government to achieve savings, efficiencies and better value and to drive innovation for the NSW Government.

Prior to joining the NSW Government Mark was Head of Commercial Portfolio, Infrastructure Services at Westpac Banking Corporation. Before Westpac Mark held senior roles at Qantas Airways, the Commonwealth Bank of Australia and the Sydney Organising Committee for the Olympic Games. Previously Mark was also a Management Consultant with PA Consulting Group.

Within Westpac, Mark was responsible for the management of the end to end sourcing lifecycle, from strategy development and execution to governance, commercial and contractual management and risk management of Westpac’s ecosystem of strategic partners, and ensuring compliance to relevant Westpac policies, Laws and APRA regulations.

Between 2008 and 2013 Mark was Head of Commercial Portfolio, Applications Services. Mark’s responsibilities included a leadership role in the Applications Services Transformation Program, which created a step change in the delivery of application services through leveraging the capabilities and experience of global Tier 1 partners IBM, Infosys, and TCS.

From 2013 until 2018 Mark was Head of Commercial Portfolio, Infrastructure Services. In this role Mark played a lead role in the Infrastructure Transformation Program, which has created common operating models across each infrastructure services domain utilising as-as-service engagements, established an ecosystem of partners (including Dell Technologies, IBM, Infosys, NetApp and Telstra), established a private cloud environment with IBM and commenced a workplace transformation with IBM.

Mark has also played a lead role in establishing commercial arrangements for a virtual private cloud with Microsoft Azure and public cloud services with AWS.
