Biographies

Minister DominelloThe Hon. Victor Dominello, MP, Minister for Innovation and Better Regulation,  NSW Department of Finance, Services & Innovation

Victor was born and raised in the Ryde area. He went to secondary school at Marist Brothers, Eastwood before studying law at university.

He trained as a lawyer and was admitted to practice in both the Supreme Court of New South Wales and the High Court of Australia in 1991 after taking the Solicitor’s Admission Board Examinations.

He worked as a lawyer for 14 years, including eight years as a partner in a commercial law firm, where he represented clients in a number of landmark cases.

In 1995, at the age of 28, Victor was elected as a Councillor of Ryde City Council. He was re-elected in 1999 and remained on Council until 2004.

Victor was pre-selected by the Liberal Party in September 2008 as its candidate for the State by-election in the seat of Ryde.

Victor was elected to the NSW Parliament with a swing of 23.1 per cent, one of the largest in the State’s history, at the by-election held on 18 October 2008.

Victor served on the Public Accounts Committee, the Independent Commission Against Corruption Committee, and represented the Opposition Leader, Mr Barry O’Farrell as a Trustee of the Anzac Memorial.

At the March 2011 general election, Victor was re-elected as the Member for Ryde with an additional 12.6 per cent of the vote. This completed a 35.7 per cent swing from the 2007 election.

On 3 April 2011, Victor was sworn in as the Minister for Aboriginal Affairs and the Minister for Citizenship and Communities. His portfolio responsibilities include veterans’ affairs, volunteering and youth and multicultural affairs (under the auspices of the Multicultural NSW).

Following the appointment of Mike Baird as NSW Premier in April 2014, Victor was appointed Assistant Minister for Education and while retaining his existing portfolio responsibilities, Veterans’ Affairs was added to his official title.

Following the Baird Government’s re-election in March 2015, Victor was sworn in as the state’s first Minister for Innovation and Better Regulation.

In his current role Victor is responsible for the Office of Fair Trading, the NSW Government’s ICT Strategy as well as leading a range of open data, open government, data analytics and innovation initiatives.

Prior to his parliamentary career, Victor cherished the opportunity to travel to many places around the world and looks back fondly on his experiences in India, Central and South America, Europe, the US and Asia.

He is also a passionate supporter of the West Tigers Rugby League Team.

Martin HoffmanMartin Hoffman, Secretary, NSW Department of Finance, Services & Innovation

Martin Hoffman was appointed Secretary of the NSW Department of Finance, Services & Innovation in August 2015.

He was previously Deputy Secretary at the Commonwealth Department of Industry & Science (and its predecessors) from July 2010.  He worked particularly on resources and energy matters, including significant international engagement bilaterally and with the International Energy Agency and the G20.  Martin joined the APS in March 2009 in the Department of the Prime Minister & Cabinet.

Before joining the public sector, Martin had a lengthy private sector career primarily in digital media and technology. After an early career in consulting and banking in Australia and Hong Kong, he held senior roles at Optus, the Garvan Institute of Medical Research and Fairfax Media.  He was CEO of NineMSN from 2003 to 2006, led Moko Social Media Ltd (ASX:MKB) to an IPO in July 2007 as CEO, and founded the digital media advisory and investment business Ulysses Ventures.

Martin holds an MBA (Hons) from the Institute for Management Development (IMD) in Lausanne, Switzerland, Master of Applied Finance (Macquarie), and Bachelor of Economics (Sydney). He completed the Executive Fellows program at the Australia New Zealand School of Government (ANZSOG) in 2009, and was awarded the James Wolfensohn Public Service Scholarship to study at the Harvard Kennedy School in 2013.

Martin lives in Riverview with his wife Andrea and three school-age children, and is interested in most sports, ocean swimming, live theatre, crime literature and mid-century modern design.

Michael PrattMichael Pratt, NSW Customer Service Commissioner, Department of Premier and Cabinet

Michael is the Commissioner for Service, Department of Premier and Cabinet NSW Government, leading major service reform across the NSW Government and chairs the NSW Customer Advisory Board, which is the responsible governance entity for the delivery of State Government services to the citizens of NSW.

Michael is also Deputy Chancellor of Western Sydney University, Chairman of Bennelong Funds Management and a Non-Executive Director of TAL Dai-ichi Life Australia and Credit Union Australia where he chairs their respective risk committees.  He is also Deputy Chair of the iCare NSW Board and chairs their Technology and Innovation Committee.

Michael has an extensive career in banking and wealth management throughout Australia, New Zealand and Asia. Most recently, he was CEO of Consumer and SME Banking, North East Asia, with Standard Chartered Bank. He is a former President of the Australian Institute of Banking & Finance and was the inaugural Joint President of Finsia.

Michael’s other previous roles include senior executive positions as Group Executive of Westpac Business & Consumer Banking, CEO of National Australia Bank in Australia and CEO of Bank of New Zealand.  He was also CEO of Bank of Melbourne.

Previous directorships include Non-Executive Director of MasterCard International Inc, New York, Non-Executive Director of MasterCard, Asia Pacific, Non-Executive Director of BT Financial Services, Chairman of Shenzen Credit and Executive Director of Standard Chartered Bank China and Hong Kong.

Ian OppermannIan Oppermann, Chief Data Scientist (Interim), NSW Data Analytics Centre

Ian has over 20 years’ experience in the ICT sector and, has led organizations with more than 300 people, delivering products and outcomes that have impacted hundreds of millions of people globally. He has held senior management roles in Europe and Australia as Director for Radio Access Performance at Nokia, Global Head of Sales Partnering (network software) at Nokia Siemens Networks, and then Divisional Chief and Flagship Director at CSIRO.

Ian is considered a thought leader in the area of the Digital Economy and is a regular speaker on “Big Data”, broadband enabled services and the impact of technology on society. He has contributed to 6 books and co-authored more than 120 papers which have been cited more than 3200 times. Ian has an MBA from the University of London and a Doctor of Philosophy in Mobile Telecommunications from Sydney University. Ian is a Fellow of the Institute of Engineers Australia, a Fellow of the IEEE, a Fellow of the Australian Academy of Technological Sciences and Engineering, a Senior Member of the Australian Computer Society, and a member of the Australian Institute of Company Directors.
