Following the Australian Information Industry Association’s (AIIA) 2025 recommendations paper, the Department of Government Services (DGS) procurement team collaborated with AIIA members to better understand their challenges with the eServices agreement resulting in multiple mutually beneficial changes to the final agreement. 

This session will discuss those changes, the thinking behind them, the process DGS and AIIA followed to reach agreement and the way forward to ensure industry engages well with government.

Sam Gillespie

Director WoVG Strategic Sourcing, Analytics and Digital

Department of Government Services

 

Sam Gillespie is a senior Victorian Government executive specialising in whole of government procurement, strategic sourcing, digital transformation, and commercial reform.

Sam currently serves as Director, WoVG Strategic Sourcing, Analytics and Digital within the Department of Government Services, leading major State Purchase Contracts, procurement analytics, digital procurement platforms, and strategic sourcing initiatives across government.

He has held senior leadership and executive roles across Digital Victoria, the Department of Premier and Cabinet, Victoria Police, and Cenitex, with extensive experience in ICT procurement, commercial negotiations, governance, and digital reform. 

Sam is recognised for leading complex whole of government sourcing and negotiation activities with major global technology providers, modernising procurement frameworks, and driving the evolution of Victoria’s Digital Marketplace platform to improve efficiency, compliance, transparency, and supplier engagement across government.

Rena Tong is the eServices and Data Centre Category Manager at the Department of Government Services, leading the Whole of Victorian Government eServices portfolio and its transition to the Digital Marketplace platform, alongside major eServices contract reform initiatives across government and industry.

With more than 20 years of experience across procurement, strategic sourcing, vendor management, and telecommunications engineering, Rena previously held senior leadership roles at Telstra, managing complex procurement and transformation programs across telecommunications, IT infrastructure, software, and broadband technologies.

Rena is recognised for her strong technical and commercial expertise, collaborative leadership style, and ability to deliver strategic outcomes through industry partnerships and large-scale supplier engagement with organisations including Cisco, IBM, and DXC Technology.
