The AIIA Victorian Council is proud to host the 2017 Intelligent Transport Breakfast Forum, to be held on Thursday, 16 February 2017 at the RACV Club, Melbourne.
Join senior transport personnel and technology experts from the Victorian transport industry and beyond to discuss current and future transport projects, government vision and strategies for the future of transport and key global deployments. The Hon. John Brumby, Board Director, Huawei, will welcome guests and introduce The Hon. Jacinta Allan MP, Minister for Public Transport, Victorian State Government, who will deliver a keynote address on the future growth, technology and opportunities within the Victorian Transport sector.
This event also welcomes Norman Frisch, Marketing Director – Enterprise Business Group and Transport Sector, Huawei, Michael Whitehead, Manager – Growth and Innovation, Yarra Trams and Jeroen Weimar, CEO, Public Transport Victoria as guest speakers.

The Hon. Jacinta Allan MP
Minister for Public Transport, Minister for Major Projects and Member for Bendigo East
Victoria State Government
Jacinta is currently the Minister for Public Transport and the Minister for Major Projects in the Andrews Government. Jacinta is also the Leader of the House.
In the previous Labor Government, Jacinta held a number of Ministerial portfolios including Regional and Rural Development and Industry and Trade. She has also been the Minister for Skills and Workforce Participation, the Minister for Skills, Education Services and Employment, the Minister for Women’s Affairs, the Minister for Education Services and Minister for Employment and Youth Affairs.
Jacinta was elected as the Member for Bendigo East in September 1999 at the age of 25, making her the youngest woman to ever be elected to the Victorian Parliament.
Jacinta was born and grew up in Bendigo and studied at St Joseph’s Primary School in Quarry Hill then Catholic College Bendigo, before completing her BA (Hon) at La Trobe University in Bendigo.
Before entering Parliament, Jacinta worked in the office of Steve Gibbons MP, Federal Member for Bendigo, and for two years prior to that she worked in the office of Neil O’Keefe MP, Federal Member for Burke, and the Commonwealth Department of Industrial Relations.
Jacinta is married and has two young children.
As Minister for Public Transport, Jacinta is looking forward to delivering a number of public transport projects including the removal of 50 of Melbourne’s most dangerous level crossings, the Metro Tunnel, extending the South Morang Line to Mernda, overseeing the purchase of new rolling stock, as well as delivering a $100 million improvement to bus services.
As Minister for Major Projects, Jacinta will also oversee the Flinders Street Station redevelopment, delivery of the Ballarat West Employment Zone, the State Library of Victoria redevelopment and co-ordinating the long-term development of key precincts like Fisherman’s Bend and Arden-Macaulay.

The Hon John Brumby was the former Premier of Victoria (2007 – 2010) and has immense experience in public life serving for more than 10 years as Treasurer and then Premier of Victoria, 6 years as Leader of the Victorian Opposition and 7 years as Federal MHR for Bendigo during the period of the Hawke Government.
Since retiring from politics, Mr Brumby has accepted a number of appointments in both the business and not-for-profit sectors, including:
- Chairman of the Motor Trades Association of Australia (MTAA) Superannuation Fund;
- Chairman of Citywide Solutions Pty Ltd;
- Independent Director of Huawei Technologies (Australia) Pty Limited;
- Professorial Fellow at both the University of Melbourne and Monash University;
- Chair of the Olivia Newton-John Cancer Research Institute;
- Director of the Fred Hollows Foundation; and
- National President of the Australia China Business Council.
In addition, Mr Brumby is also involved in a range of other organisations. He is Chair of the Advisory Board of the National Centre for Workplace Leadership at the University of Melbourne and a member of the Rhodes Scholarship Selection Committee for Victoria. He is also a graduate of the Australian Institute of Superannuation Trustees (Advanced).

Mr. Norman Frisch is Marketing Director, Huawei Enterprise Business Group Transport Sector where he is responsible for the development of Huawei’s strategies for ICT innovation in the public safety, government and transport industry as well as for the global business development of Huawei’s rail transport portfolio. In addition to his role as spokesperson for Huawei’s Transport Sector, he is Spokesperson for Huawei’s Public Safety sector, representing the company’s mission critical portfolio towards the Tetra and Critical Communications Association, TCCA. He also leads multiple regional teams in a strategic and commercial approach in the development of the regional critical communications market and is Chairman of the eLTE Industry Alliance, an Industry Association of 90+ companies that joined forces to promote the use of LTE technology in the Mission Critical market.
Mr. Frisch joined Huawei in 2009 and has over 25 years of experience in management of wireless telecommunication solutions in private sectors and governments internationally. Prior to joining Huawei, Norman held various positions in the telecommunication sector for public sectors, manufacturers, the German Ministry of Telecommunications, and German Railways. He has also been Speaker of the GSM-R Industry Group for a number of years and is Fellow Member of the Institute of Railway Signal Engineers, IRSE.
Mr. Frisch first started in the development of telecommunication solutions in the mission critical communications sector as Team Leader in the Mobile radio for Railway Networks in Europe (MORANE) project back in 1997. The MORANE project, in cooperation with the International Union of Railways (UIC) and the European Integrated Railway Radio Enhanced Network Project (EIRENE), gave rise to the globally recognized standard of GSM for Railway (GSM-R) a wireless mobile trunking system widely deployed for mission critical rail communication.

Michael’s accountabilities at Yarra Trams include innovations that drive improvements in the passenger experience. Keolis Downer, proud operator of Yarra Trams, combines global operational expertise and local asset management knowledge to deliver initiatives that make Melbourne’s tram network more accessible and efficient.
A member of the Committee of Melbourne Future Focus Group, Michael has significant senior management experience in sectors including consulting, hospitality, entertainment and venue management. In the last 20 years he has worked with many high profile organisations including Sydney Olympic Games, Melbourne and Olympic Parks, Arts Centre Melbourne, Federation Square and Major Projects Victoria.
Over this time, Michael has built a wealth of experience and capability in strategic planning, business development, project management and product development. He has proven ability to analyse an organisation’s critical business requirements, identify deficiencies and potential opportunities and develop innovative and cost effective solutions for enhancing competitiveness, increasing revenues and improving customer service offers.
Jeroen Weimar

Public Transport Victoria
Jeroen joined Public Transport Victoria in January 2015 as Executive Director, Performance & Contract Management, leading the management of franchise agreements and operating contracts for Metro Trains, Yarra Trams, V/Line and all bus contracts across Melbourne and regional Victoria.
Jeroen also oversaw the introduction of Victoria’s successful Night Network, delivering all night public transport on weekends across the metropolitan network and key regional centres.
Prior to joining PTV, Jeroen was Chief Operating Officer, UK Bus at FirstGroup plc, where he was responsible for the operation of over 6,000 buses and 17,000 staff operating across the UK and the turnaround of 40 regional bus businesses.
Jeroen has also served as Managing Director, UK Transport for Serco Group plc, and as Chief Operating Officer, Surface Transport at Transport for London (TfL).
Jeroen was appointed Chief Executive Officer in September 2016.
