Join the AIIA as John Batho, Deputy Secretary, Digital Transformation at the Department of Government Services (DGS) and Dovid Clarke, CISO and Executive Director of Data and Digital Resilience at DBS give an update on the Victorian Digital Strategy, The Victorian Government Digital Transformation agenda, and the current and future state of the Department of Government Services.
The Department of Government Services is bringing together government services to improve Victorians’ experience of interacting with government. DGS are connecting and digitising government platforms and streamlining corporate and procurement services. DGS incorporates a number of agencies who are working towards the future digital capabilities and services of the Whole of Victorian Government including:

John Batho
Deputy Secretary Digital Transformation
Department of Government Services
John Batho is Deputy Secretary, Digital Transformation, with responsibility for accelerating digital transformation for government and making it easier for citizens to engage with government services. The priorities for John and his team span whole of government technology leadership, digital service delivery, ICT shared services, data governance, service transformation and telecommunications.
Prior to helping establish the Department of Government Services, John was Deputy Secretary, Consumer Affairs, Liquor, Gaming and Dispute Services in the Department of Justice and Community Safety. In this role, John led Victoria’s consumer affairs regulator, dispute services functions and led the development and implementation of important Casino, gambling, and liquor regulatory reforms.
John also has experience as Acting Deputy Secretary, Fairer Victoria in the Department of Premier and Cabinet, where he led whole-of-government initiatives to promote diversity, fairness, and inclusion. Earlier in his career, John held a variety of roles in the Victorian Public Service, spanning social policy, legal, governance, intergovernmental relations, and industrial relations.

Dovid Clarke
CISO and Executive Director of Data and Digital Resilience

Dovid Clarke has a diverse work experience spanning various industries and roles. Dovid currently holds the position of Victorian Government CISO and Executive Director of Data and Digital Resilience at the Department of Government Services. Prior to this, Dovid served as the General Manager of Cyber Security, Technology Risk, and Audit at John Holland. Dovid also worked at Sydney Airport as the Head of Cyber Security and Infrastructure and later as the Head of Cyber Security.
Dovid’s previous roles include Lead Security & Risk (CISO) at MMG Limited, Client Executive-GRC at Advent One Pty Ltd, Senior Manager Security Risk Retail and Security Risk Manager at Commonwealth Bank, and Manager Enterprise Risk and Fraud Corruption Prevention at ISLHD – NSW Health.
Furthermore, Dovid held various positions at Telstra, including Manager Fraud and Ethical Behaviour, Manager of Crisis and Incident Response, Senior Resilience Specialist and CMT Coordinator, and Security Risk Specialist. Dovid also worked as the Operations Manager at Ajella Investments/Pearl Distribution and as the Business Continuity Coordinator at Citi.
Dovid Clarke completed their Executive MBA degree from the Sydney Business School, University of Wollongong, in 2017. Prior to that, they earned a Master’s degree in Information Security and Intelligence from Edith Cowan University, which they attended from 2006 to 2014.
