He leads all the international operations of METI and represents the ministry in a wide variety of cross-border economic dialogue and negotiations. Mr. Ishiguro travels on overseas missions alongside the Prime Minister to advise on industrial policy and international trade and investment issues.\nMr. Ishiguro served as Director-General, Economic and Industrial Policy Bureau and led government-wide policy coordination for developing growth strategy. Previously, he served as Director-General, Commerce and Information Policy Bureau. In this role, he drafted a key policy report on the fusion of information technology and manufacturing industry and helped realize policy initiatives for subsidies programs to encourage domestic investment.\nFrom 1996 to 1999, Mr. Ishiguro spent three years on assignment at the New York office of the Japan External Trade Organization (JETRO) promoting US-Japan trade and investment.\nMr. Ishiguro is a graduate of Tokyo University’s Faculty of Law. He also spent a year studying at Stanford University as a visiting researcher at the Asia-Pacific Center.
